no the government decided for them. they, the government, deployed massive psychological warfare operations to control peoples mind and their understanding of the issue. therefore people ended up so confused, so turned off, so unknowledgeable, so inept, and also poor as fuck, that even if some had an interest in knowing or changing it, they could not and or would not have any interest in the issue even if it was in their own interest to.
