I'm sure Mr. Snowden is capable of understanding the concepts behind RNM. It is a real technology. It's fully patented. However he is a low leveler. And he didn't have access to black world programs or the most sensitive information at the NSA. At NSA he worked for a contractor called Booz Allen and had only administrator access to an NSA system called JWICS.

He blew the whistle on surveillance that was happening and bigger than "telephone and internet" taps. He participated in the black world, and had access to information from classified systems above Snowden. He says in the above article on the Washingtons Blog that Snowden would have not had access to most of NSAs documents, the so called "juiciest documents." This is why Snowden hasn't leaked hardly a single thing about the satellite or Echelon or RNM or radar systems or phased array antenna etc.
EVERYTHING I ever read about the Snowden leaks is pitiful. It's like the stuff street cops would have access to, the stuff given to them through a web portal or something to utilize in their duties. None of it seems top secret or sensitive at all. It's the same shit they got at the local police office or FBI; access to background info, intelligence, records, getting providers records when they want. It exposes at best the way NSA taps into ISPs and telecommunications directly and that companies build backdoors right into their equipment and software just for the government. But that's precisely the way these things work. It doesn't stand out as doing anything but explain HOW it was being done at one level.
There are other levels above what Snowden disclosed. Like using satellites and radar to tap remote signals, watch people, image through walls and buildings and ground, and even read brainwaves. And then on top of that, the electronic warfare system can basically beam in signals to peoples brains, to tamper with electronics, and other shit. This is what Tice worked with.
In 2005 Tice even disclosed that he was working with something higher level than just telephone and internet monitoring. He talked about SAPs and Special Access Programs and black world. THIS IS THE LEVEL THAT REMOTE NEURAL MONITORING AND ELECTRONIC BRAIN LINK SIT AT.
When Tice goes into other countries with this, he was able to do spooky stuff he says. GUESS WHAT THAT IS. IT'S LIKE HE FUCKING CAN MANIPULATE AND FIGURE OUT ANY SITUATION HE WANTS BECAUSE THEY CAN WATCH EVERYTHING FROM THE OUTSIDE. THEY CAN FUCKING RIG ELECTIONS AND SET PEOPLE UP WITH THIS SHIT. IT'S AMAZING.
They got satellites and radar pointed at every point on American soil. They track planes, human movement, can do tomography on a persons fucking house for christs sake. From space they call it interferometry, basically beams microwaves down, lets them image anything they want better than fMRI. They do body scans and brain scans. They read our pulse, breathe, license plates, extract our thoughts, listen to us with laser microwaves from FUCKING SPACE. They can get any detail they want. They can monitor emissions from keyboard, DRAM, monitor, and other devices not connected to the internet and not by using WiFi, too. They use one technology called ESR or electron spin resonance which can map out electrical activity remotely, of anything with electrons like humans or electronics. This means any state of magnetism or "memory" or "electromagnetic" function can be duplicated and read and manipulated from a far. If they can beam energy in they can alter voltages, decreasing or upping them, by nudging in subatomic particles (called photons, or create electrons / positrons by colliding photons). Or they do what is called heterodyning, by combining microwaves or radar energy with an existing signal at the source. Radar signals actually combine with brainwaves, altering the frequencies at the synaptic level, allowing replacement of thoughts, sounds, and images in a persons brain. Similar radar trick works on electronics, turning on/off TV, jamming garage door openers, fucking up screens, cellphones, and even stalling cars and engines remotely, plus doing EMP blasts. It allows black world communications to take place; High ups can communicate via this system because no one has a method to decode the signals or read the communication and there is no paper trail or documentation of the communication, and plus it's a weapon to attack people. There is no way outside of the military or NSA to track this shit or intercept it. Yes I am sure Obama uses it and knows all about it because it's EVERYWHERE on a global scale, but also because it was previously administered direct from Vice President Dick Chaney's office, meaning it comes from the President and his underworkings. Not a single space in America is not already being monitored with this and there is no escape if you try to run from it...
The difference between Tice and Dr. Robert Duncan? Tice discloses he used space capability and was operating in the black world. But he won't or hasn't done anything but say he used the capabilities. Dr. Robert Duncan discloses in his books and interviews like Project Soul Catcher or The Matrix Deciphered what satellite capability and radar is. What it can do; So what Tice won't say we can take a look at Dr. Robert Duncan's work and disclosures. Then we can figure it all out. Also study up on HAARP because there are like dozens of those massive radar fields and they can do everything from neurological manipulation, full subatomic remote imaging, signal detection, weather manipulation, tornado diffusion and creation, earthquake creation, etc. Dr. Nick Begich wrote about the full capabilities of HAARP and Dr. Robert Duncan has talked about it as well. Apparently HAARP is part of the Strategic Defense Initiative and it's operated largely by the NSA. NSA itself is made up from command from the US Air Force and other military agencies.

Remember I told you about the NSA doing everything they could to make sure that the information from 40 years ago – from spying on Frank Church and Lord knows how many other Congressman that they were spying on – was hidden?
Now do you think they’re going to put that information into Powerpoint slides that are easy to explain to everybody what they’re doing?
They would not even put their own NSA designators on the reports [so that no one would know that] it came from the NSA. They made the reports look like they were Humint (human intelligence) reports. They did it to hide the fact that they were NSA and they were doing the collection. That’s 40 years ago. [The NSA and other agencies are still doing "parallel construction", "laundering" information to hide the fact that the information is actually from mass NSA surveillance.]
Now, what NSA is doing right now is that they’re taking the information and they’re putting it in a much higher security level. It’s called “ECI” - Exceptionally Controlled Information – and it’s called the black program … which I was a specialist in, by the way.
I specialized in black world – DOD and IC (Intelligence Community) – programs, operations and missions … in “VRKs”, “ECIs”, and “SAPs”, “STOs”. SAP equals Special Access Program. It’s highly unlikely Mr. Snowden had any access to these. STO equals Special Technical Operations It’s highly unlikely Mr. Snowden had any access to these.
Now in that world – the ECI/VRK world – everything in that system is classified at a higher level and it has its own computer systems that house it. It’s totally separate than the system which Mr. Snowden was privy to, which was called the “JWICS”: Joint Worldwide Intelligence Communications System. The JWICS system is what everybody at NSA has access to. Mr Snowden had Sys Admin [systems administrator] authority for the JWICS.
And you still have to have TS/SCI clearance [i.e. Top Secret/ Sensitive Compartmented Information - also known as “code word” - clearance] to get on the JWICS. But the ECI/VRK systems are much higher [levels of special compartmentalized clearance] than the JWICS. And you have to be in the black world to get that [clearance].
ECI = Exceptionally Controlled Information. I do not believe Mr. Snowden had any access to these ECI controlled networks). VRK = Very Restricted Knowledge. I do not believe Mr. Snowden had any access to these VRK controlled networks.
These programs typically have, at the least, a requirement of 100 year or until death, ’till the person first being “read in” [i.e. sworn to secrecy as part of access to the higher classification program] can talk about them. [As an interesting sidenote, the Washington Times reported in 2006 that – when Tice offered to testify to Congress about this illegal spying – he was informed by the NSA that the Senate and House intelligence committees were not cleared to hear such information.]
It’s very compartmentalized and – even with stuff that they had – you might have something at NSA, that there’s literally 40 people at NSA that know that it’s going on in the entire agency.
When the stuff came out in the New York Times [the first big spying story, which broke in 2005] – and I was a source of information for the New York Times – that’s when President Bush made up that nonsense about the “terrorist surveillance program.” By the way, that never existed. That was made up.
There was no such thing beforehand. It was made up … to try to placate the American people.
The NSA IG (Inspector General) – who was not cleared for this – all of a sudden is told he has to do an investigation on this; something he has no information or knowledge of.
So what they did, is they took a few documents and they downgraded [he classification level of the documents] – just a few – and gave them to them to placate this basic whitewash investigation.
