It appears to use the concepts of radar and directed-energy from military technology to function, ie Signals Intelligence is making its way down the pike to mainstream.
So they have this plan to create what amounts to military grade radar, for use in cellular 5G systems, and they're calling it pcells. The technology uses a series of distributed antennae, which track each device individually, and signals are directed at your cellphone creating a pocket reception field around each cellphone individually. At which point, each device gets dedicated full spectrum capacity, and it doesn't share the spectrum with each other device.

What they are probably actually using for the technology inside the pcell towers are similar to phased array antennae as found in HARRP and HIPAS, but these will be distributed all over a city for cellular connection purposes.
It's likely these types of systems are already deployed all over, since this is pretty common military technology. Think cellular HARRP systems.

The principles of tracking each cellphone independently over the same spectrum, and creating a field of reception around the device itself, is the same as what they'd be doing in mind control devices, electronic brain link, synthetic telepathy, etc.
If they can direct energy at our phones location from a 6x6 pcell system, or however many pcells they deploy (their software can handle 100x100 it says in the article), we are likely entering an age of wireless power for our phones and other devices as well. Like literally, everywhere we go, we're going to have broadband fiber speed capacity, with wireless power, .. Meaning, no more cables, no more charging, but the EMF interference into our brains might end up taking its toll. Or, since it's directed-energy, it might even create less of a mess for our brains to deal with, considering it's focused right at our devices - how will we know for sure though how this really ends up effecting us?
